Unable to open timetracker "Table" Report

We are using Jira server product with starter license. 

I am unable to create Timesheet "Table" report. 

Server creates error. Error page zipped in an archive and uploaded to wetransfer. Here is the download link: https://we.tl/t-7lpoU8Pkuk
