Unable to see "User Management"

A colleague and I were recently added to the administrators and jira-administrators groups, both of which have the "JIRA Administrator" global permission.  However, neither of us has User Management under the JIRA Administration cog, and we get "Permission denied" each time we try to view or manage users.  Newbie mistake or bug?  Is there some other permission that needs to be set to manage users?

Hi Rick, only site-admins can manage users actually.

Thanks for the quick response.  I'm waiting on my site administrator to add me to the proper group so I can confirm that it works, then I will accept your answer.  I appreciate your help.
