User is confronted with 2 factor verification all of a sudden and our tenant is not set up for that

I have an active user trying to log in to our Jira instance and is confronted with a popup requiring a verification code.  Our Jira instance is not set up to provide verification codes.  The user can not get around this screen.   My question is how can I (as the site admin) turn that off so the user can log in?   I would upload a screenshot but this form will not let me.

same - Cloud Standard not enabled for 2 step but user requires a 6 digit code
