I have 6 teams operating in seperate projects, and then I have my own project for Program Management.

Is there any way to keep sprints in each project, and be able to gather features across projects into the version I've set up in the Program Management project without moving the tasks themselves between projects?

Use the More Actions/Move feature to move an issue to another project.

Note: I may be using Jira/Greenhopper different that you but I don't setup "projects." Instead I use the "projects" functionality to define "products". Each product then has several versions (sprints) where we can drag and drop issues into. We have a version called "business backlog" that is the misc bucket used by the business to prioritize their requests.
