We are facing same issue regarding Memory Utilization of JIRA.
We have total 40GB memory for the JIRA server and allocation for the JIRA is 12GB.
Now, the Memory utilization for server is 31.7GB and JIRA is 11.2GB.
For elimination this Issue I have restarted the server and observed the above parameter as below;
Memory Utilization for Server: 9.1GB and JIRA: 3.67GB and it increasing.
Please let me know why it is happening and how to resolve this issue?
I am sharing the below statistics of our JIRA server ;
Total User: 1860
Active User: 834

3,67gb of Jira its not to much.... here you can configure your Jira memory: https://confluence.atlassian.com/adminjiraserver073/increasing-jira-application-memory-861253796.html
You can limit how many memory do you want to your Jira.
