Hi,
I want to know which Test Management tool is best for Jira. After doing some research, I have shortlisted some test management tools.
But I am still confused and the problem is that we will have to buy the same test management app tier which should match the maximum tier of the purchased Jira licensed product. We are planning to go for 250 users tier for Jira Software and we have only 25-30 testers in our team, however we will have to purchase the 250 user tier license for test management application plugin as well.
Can we use Jira as Test Management tool. I have seen some guidelines for Jira customization for Test Management tool.

Take 2 mins to have a quick look at synapseRT, it may give you some different ideas.
If you moved from TestLink to Jira or if you follow ISTQB, synaspeRT is definitely a good choice!

Obviously, I'm with TM4J, because I work for Adaptavist.
With my inherent bias out in the open, I'd like to move past it. In the past, I've used all of the old favourites for test plans in Jira (Zephyr, X-Ray, etc) a lot more than I've used TM4J, and I've come to dislike that they use Jira issues to represent tests - they're not the right shape for test management, so it feels like a kludge. TM4J doesn't make that mistake, and it has a huge amount of reports.

When it comes to tools, from my experience go with one that has the best reviews and good support (you can see this from number of installed in atlassian marketplace and the rating).
Next, is to select based on what is most intuitive for your team that meets their needs.
Setup a test instance and have the teams test each tool side by side and go with what they feel most comfortable with.
Similar to @Tony Rossiter I’m more familiar with Xray (Zephyr has really good reviews from my colleagues as well) and can say they have really good support, however you should always ask the people using it because in the end you do not want a tool that they do not feel comfortable using.

Can you provide some specifics about what all you need from a testing tool? Reporting, automation, exploratory testing, etc?
In General, I would say to check out the 3rd party tools over a Jira customization because they are scalable and have taken some of the considerations I mentioned above into account in their design and functionality. With 250 users, I would assume multiple business groups with varied needs that a homegrown solution will have to be to catered tool. At that size, you likely want to spend more time using the tool than creating/enhancing it.
From my experience, I’ve only used Xray from your list. Good tool with great support but you will have to get Xporter as well to get meaningful reporting, which will increase your licensing costs. I’ve heard good things about Zephyr but can’t speak directly to that tool.
FWIW, we moved to Tricentis for testing. Higher price going in but it comes with industry-leading expertise and support. They took us to the next level in many ways. And they have a suite of options to meet your needs.
