I have just started with Jira. When I signed up, I used my email address and created what I thought was an admin account. I have added only one new user. However, when I go to User management > Application access, I see three users there including a System Administrator. And it indicates that 3 of 10 licenses have been used.
Should I be using the System Administrator account instead of creating a new Admin account? On the Users page there are only two users displaying.

Looks like you've encountered this bug: https://jira.atlassian.com/browse/AOD-7606
It has been fixed internally, so will be fixed on your instance shortly (when the user management plugin is next released).

Thanks for the quick response Clarissa. Reading through the linked question and other associated questions, it appears that there may still be an outstanding bug regarding this. Is that the case, or has the bug been resolved?

The System Administrator is an Atlassian user, and it doesn't count towards your license. Please see https://answers.atlassian.com/questions/89622 for more details.
