Does a project administrator have permissions to create and manage teams?

Hi @michael sam ,

Jira admin has the access to create the projects. If you are referring to the team as Jira Project, please approach the Jira admins.

Project administrator can manage people and their role in Project settings. What do you mean exactly (create groups, roles or what)?
