does jira data center can create team? and also can add team under the project?

I testing jira data center 9.11

I want to create team and add team under the project.

However, i find out the way of creating team and adding team under project for 2days, there is no answer. 

so, is it possible to create team and add team under project in jira data center 9.11?

Team is a Custom Field and is available as part of the Advanced Roadmaps. To make this available in your JIRA Project, you need to add it to your JIRA Project Screens.

Yes, that should not be a problem. Advanced roadmaps is available to download free for all DC instances, and will automatically be included with Jira Software Data Center from 8.15 and beyond.
