How do i create in Jira?

We can't give you a link to do this, you need to

1. Be doing it in your own system, which we don't know the location of
2. Have the right to create projects in your system
3. Look in the projects menu to see if you have create project in there

Note that only admins can create company-managed projects, and they can restrict who can create team-managed projects as well.  If you don't have "create project" in point 3, then you will need to talk to your administrators.

OR
