Any chance you created this by mistake on the Jira Cloud Community?
Jira Cloud is always on https.

If you need to switch a Jira Data Center instance to https this depends on your setup:

• If you have a reverse proxy in front of Jira you can configure it at the reverse proxy level
• If you don't you'll have to do it in Tomcat directly
