how to I start to login to JIRA after installation and configuration

If you installed it on Windows, you should see a Access JIRA Start-Menu shortcut. This will open your Webbrowser with your JIRA instance. 

Otherwise you can always just type in:

  • http://<computer_name_or_IP_address>:<HTTP_port_number>
