last time a had diffrent problem with add user to jira, after added a can't to loggin to this account, all time a was communicate "Sorry, your username and password are incorrect - please try again.", set new password, delete account and add account again don't resolve problem,
how can resolve this problem ?

What authentication are you using? Internal? External Crowd? LDAP? Something else?

Does the user have unusual characters in their login id?
Best way to find the application log is look in the Admin -> System information screen.

As an administrator, can you reset the password to something REALLY simple, like AA, log yourself out and then try logging in as the user? As it fails, check the logs.
Also, can you check the user login id for odd characters? i.e. is it purely a-z1-9 and there's nothing with accents or something?

As I was looking your message error it sounds a wrong configuration at User Directories, I mean there is many manners to set up, so how would you like to work with a data base Internal (AD, LDAP)? External (Crowd)? I'd suggest to you take a look at those points below:
- Loggin admin account
- Go user directories (you can use a shortcut just typing gg on the keyboard then type user directories)
- Look what Directory name also Type. What are they saying?
After those steps please post what you found out.
