We've received a few of these types of issues in Support, specifically on the "Comment body cannot be empty" warning/error. Investigate and identified to be related to an older version of "Jira Threaded Comments" app. Could you have a look and see if disabling the said app helps?

We're also looking into reaching out to the vendor to share the findings.

I can confirm that the problem is related to the "Jira Threaded Comments" app.
Disabling the app, I can add a comment to any issue.
Re-enabling it, the error comes out again.
I'm waiting for the fix from the vendor.

Having the same issue after upgrading to Jira Server 9.1.0

We're having the same problem in Jira Server 9.1.0. It does happen with both new or existing issues. However, we noticed that the first comment attempt works fine, but it doesn't work when user tries to add a second comment.
We also found a workaround which is to click the "Edit" button in the upper side of the issue, and then use the Comment section at the bottom of the form to add new comments.

Yes, it happens with issues that already have at least one comment.
Thanks for the workaround, it works.
Adding a comment also works in the boards section: if you select an issue in a board and try to add a comment in the issue section at the right of the screen, you can do it.
If you open the issue 'full screen', you can't.
It seems that only the 'add comment' button in the main issue form is affected, we really hope it can be fixed soon
