JIRA may not be the best option, you may try using confluence. But if you dont have any choice then you may create an epic in JIRA software and create Task issue type for each section of Test Plan.

@Yugank Bhatnagar, I would opt for installing TestRail before going this path. TestRail is free and, while it may not be perfect, it would be a better test solution - IMO.

A test plan? Jira doesn't natively have any concept of a test plan. There are addons or integrations that are specifically geared towards test planning and execution, e.g. Test Rail, Zephyr, and several more. You can check the Marketplace
