why must JIRA export be uploaded to your Atlassian Cloud instance using WebDAV

I am new to JIRA admin and am evaluating the product.

I created same issues and used the backup manager to create a backup (a compressed zip file).

I downloaded the backup to my desktop.

I now want to restore the project including all issues ("user stories") using the backup stored on the desktop. There does not seem to be an option to do this?

From the documentation, it seems that I must upload the export to my Atlassian Cloud instance using WebDAV but this seems to over complicate the process?

You just need to access https://<domain_name>.atlassian.net/webdav , insert your credentials and upload the file.
