Have you added the fields to the Resolve Screen? This Screen is configurable, like the main Issue Screen.
To do this, you'll need to be a Jira Admin:
Note: If the Screen is used in multiple Workflows, and you don't want these Fields on every Resolve Issue Screen, then you need to create a new Screen specifically for this use case and replace it in the Workflow.
