I am new to JIRA on cloud and am trying to provide access to the business resources in the company to view JIRA backlog but do not want to give them access to edit things on JIRA. Can you help with the access management?

You should revoke the Edit Issues permission in the project permission scheme from the users, who do not have to edit issues. You can find more info about project permissions here:

1. Open your project (Projects -> View All Projects -> choose your project)
2. Click Project Settings
3. Click Permissions
4. Find the Edit Issues Permissions and have a look at the permissions. You must make sure that the users do not have this permission either directly or via a group or via a role.

Server or cloud? Basically you are simply dealing w/ permissions/security. You can define a group that is 'read only' and place those users into that group and then give that group Browse permissions.

In Project Permissions, grant access to Browse Projects, but deny access to Create, Edit, and Delete Issues.
