Restricted users permissions - what is the impact of this change?

Dear All,

Does restricted of the users permissions in one project affect requests/ tickets located in another project? For example, if one project has restricted availability and a ticket is link with another project, won't this cause a problem? For example, such tickets with restricted permissions won't show up on boards for unprivileged people?

Yes.  If a user cannot see an issue, then they can't see any of it.

Links to it will not appear on issues they can see, it won't come out in searches, and  will not be accounted for in reports

Imagine you've got 5 issues with the same priority, and I can only see three of them.  We share a dashboard with a pie-chart done on priority - when I look at it, it'll tell me the segment size for that priority is 3, not 5, like you see.  

There is a relatively new permission on Cloud to allow people to see aggregated results which I think would let me see 5 in the pie-chart, but still give me a search that only listed 3 issues.  (I need to look up exactly what reports that actually affects)

No, it shouldn't affect them from seeing the linked ticket, assuming the projects use different permission schemes.
