Our scenario: One base project ( issue types, permissions and others) and create multiple projects ( more than 10) based on the base project
this approach is taken for easy maintanence
for this, we are using the shared configuration of Jira.
here, i would like to know what parts are inherited or what not.
for instance, i have recently created a project with base project using shared configuration. but work item layout is different and this seems to be not sync with base project.

Welcome to the community. I usually have specific items created to be used across the projects, just like you are doing. Instead of on depending on the project settings. I have specific workflow defined, similarly configured issue type, screens and fields. I think Layout will follow if you control these components. Hope this helps
