Show Full Hierarchy not working when Grouping by a custom Multi Picker field in Advanced Roadmaps

I created an Advanced Roadmaps view of Project issues by the "Effort From" field which is a Multi Picker field with team names in it.

When I do this, it does not show the full hierarchy and is only showing the Project issue which has that field. I want to see the Project level, Epic, then Story level. 

What am I doing wrong? or is this expected behavior?
