Some users are unable to see the left menu bar on a Kanban board

We are currently running Jira6.4 and a user had created a Kanban board in which he and two others are administrators.  Only one person is able to see the menu bar on the left side of the board.  All users want to be able to see the menu.  I have attached a screen shot with the menu bar circled

First off, you should really (like, REALLY) upgrade as soon as possible since your Jira version is no longer supported (which means that any support case you open with Atlassian you will first be asked to upgrade). That button that you circled is the Kanban reports menu, and I can't see anything here that has any permissions related to that. Are you sure there's nothing else going on in the browser/OS of your users?
