If I understand your problem statement it's that some incompleted issues from a sprint are getting automatically added to a future sprint. I am afraid that your workflow won't have any direct effect on whether or not such an issues is added to a sprint or not.
The dialog box you have presented in your screenshot can control if these issues go into the backlog or into a specific future sprint. However in my experience if you select backlog, that puts those incomplete issues in the backlog where they are not assigned to a specific sprint.
If you find that is not the case for you, I would try to take a closer look at the specific issues in question, go to the jiraurl/browser/ABC-123 and then click the HIstory tab to see when this sprint field value changed for that issue. It should help to identify when and which user made this change for that issue.
The only way I could see that sprint close confuse this issue is IF you had created a future sprint that was also named 'Backlog'. In a scenario like that, you could technically have a sprint called Backlog, but you would also see the Backlog entry at the top of that drop down menu. I doubt that has happened here, but just trying to think of how that dialog box could be manipulated to give unexpected results.
