The reason you see this message is because Atlassian has pulled the 7.9.1 version from our site.  This was noted on the release notes: https://confluence.atlassian.com/jirasoftware/jira-software-7-9-x-release-notes-946034808.html

Since Atlassian has pulled this version, one unfortunate side effect is that you cannot easily install plugins/updates via the UPM in Jira.

Atlassian pulled this version because of this bug: https://jira.atlassian.com/browse/JSWSERVER-16572

This bug has since been fixed in the 7.9.2 version.   I would recommend that you upgrade Jira to the 7.9.2 version to resolve this problem and the bug.
