The system status page states all systems operational (including support). When I select to contact Atlassian however I get a notification near the top of the page after a minute or 2 or after I enter all the required details and select to submit the ticket, "

As a quick check you can always to go status.atlassian.com
This will give you some indication if there are or have been any recent issues.
Judging by that page currently, it looks like there was a Jira Cloud outage today.
