I set the notification scheme (and associated it to the project), but still no email notification is sent when the issue is created or updated.
I also checked/confirmed that the user has the "Browse" permission to the project.
Any idea of what else can be done to get this working?

How did you confirm no email is sent? Or rather, is it that the user does not receive any email?
Have you tried using the Notification Helper to determine if Jira is properly configured to send the specified user emails for the specified actions?

Is the user either the Reporter or current Assignee for newly created issues, or the current Assignee or Watcher for issues that have been updated?
