Based on screenshot shared, If you are not able to update, there could be reasons as below:

This is issue security, which doesn't have relation with the field update.
Issue security, denotes granular access/view for a issue specified for users based on roles/fields/assignee/reporter.
Issue security doesn't adhere any edit permission changes.
