Yes. Cloud is updated when Atlassian have something ready to push out to it. This happens when they're ready, but can take from 0 to 6 weeks to push out to all the Cloud users.
This has been the case for many years, and now, Atlassian don't bother to document changes in detail unless they think they're going to hugely impact every Cloud users usage.
So, the Cloud "roadmap" might have fallen by the wayside, as Cloud upgrades can be rolled out in days now.
I would have thought 'Next-Gen' was a bit different.
Atlassian is encouraging us to switch to Next-Gen but it's not really ready for prime time yet.
A lot of us have jumped on the wagon recognising this is the way of the future but there are a lot of features that aren't there yet.
So I, for one, keep looking at the roadmap to see which features have been added recently so I can try them out. But there is nothing since October.
This gives me cause for concern. Perhaps Atlassian has decided Next-Gen is just too much work and they are quietly giving up on it. Or there is something else in the pipeline and it would be better to wait for that.
The one single issue that I want to see is Sub-Tasks. The roadmap has been saying that sub-tasks are coming soon for about six months now.
I really need sub-tasks. If they really are coming soon, I'll wait. If it's going to be another six months, then I'll switch back to Classic.

It's the opposite - Next-gen very much is the one thing they are focussed on delivering in Cloud. But all the stuff they want to add to it is prioritised very differently to what you and I would want.
I would not like to bet on sub-tasks arriving any time soon - could be next week, could be a couple of years.

In the cool light of day I believe you. I believe Atlassian is focussed on delivering next-gen.
It's just that if you look at the Roadmap, they were pushing out significant updates at least every other month.
I guess I'm just being impatient. On that schedule they would have had another significant release in December. But given December madness and it is only early January (where I imagine quite a few people would have been on leave) we can't really complain.
The problem is you can't really run any decent sized project without sub-tasks.
Your responses are timely though. Sub-tasks will happen and when they do, we will forget there was a time when we didn't have them.

I look at https://confluence.atlassian.com/cloud/blog once a week, as they give a weekly update - this may help you as well. I look for the starred ones, which means it's changed in the last week
