Use of Non-billable policy to exclude Trello users

We have some users registered for Trello (Free) with our official email address, domain of which is added and claimed in to our Atlassian tenant. all the users are synced via our SSO (OKTA).

I have added those members to non-billable policy to remove them from Atlassian billable users count. 

I did this couple of hours ago, but when I checked back "Atlassian Access" is still showing those users as billable.

Will it be taking time for reflecting these users as non-billable in Atlassian portal once I added them in non-billable policy. if yes, do we know how much time it will take?

Since you have billable users, you must have a commercial subscription to Atlassian Access – I think you will get a much better response to this particular question if you raise a support ticket via https://support.atlassian.com/
