The most likely reason for this is that you do not have the permission Jira System Administrators. To check it, go to Settings > System > Global permissions. If you don't see Jira System Administrators in the list, then that's the issue.
Please contact Jira System Administrator to grant you this permission, it will give an ability to perform all administration functions.

I logged in as Jira system administrator, Permission are fine, only issue is user directories tab is missing

Please check atlassian-jira.log if you have the same errors.

I will reboot the server bcoz I m not updgrading and not taking any backup Just stop and start the instance.
