In Jira Cloud we have several users divided by Groups.
A user that is not in the allowed Groups to Browse , etc of a project but has permissions of an other Project, he can actually view the empty Board although there is one ticket there but should he be able to see the project if he has the link to the project?
Should that not point to a Project Not Found page or something in Jira Server this did not happen.

Hope you are well. The board visibility is based on the board filter. Anyone with whom the saved filter has been shared can access the board as well. But of course, without the 'Browse Project' permissions they will not be able to view the issues with in the project. Be it on board or issue navigator or filter results.
If you want to control the visibility of a board, ensure that the board filter is shared with relevant groups only.

I have a similar issue, but I cannot find a solution.
I have confirmed that
- board filter is not " Visible to" or "Editable" with that the user
- the user (or any group that the user is a member of) does not not have project access (Project settings > People)
- the user (or any group that the user is a member of) does not not have "Browse Projects" permission (Project settings > Permissions)
Is there anywhere else I should be looking?
