I would like for users in Jira to be able to log tickets and see their own logged tickets/be able to comment, get notifications etc, but not see anyone else's issues. How can I do that? Is there a way to do that so that the user can also just see their issues on the kanban board but not others issues?

Did you check the "Kanban" board visibility permissions? Go to the kanban board configuration screen and check if there any restriction around the JQL filter that is used in the board or any project-level permission restrictions.
Also, use "Permission Helper" to check if there any restriction around issue create/comment and so on...
I guess the issue is with the project permissions scheme that is used or missing project roles.
