We have setup (free for now, but will be paying once it is working and we can all all users in) ServiceDesk (free for up to 3 users, 2 currently defined)
and JIRA (free for up to 10 users, 3 currently defined)
My problem is that the creator of a project is the only user that can see that project. Other users do not see it. All users are in the same groups.
Permissions are not editable in the free version, but all permissions seem to show "Any Logged In User" on all items.
what am I missing?

Is it a Company Managed project or a Team Managed project?
Have you given the other users Service Agent licenses for the JSM product? Have you given them Jira licenses?
They must be licensed users to see the project.
How are the trying to access the project? What page are the trying to access? Please provide the URL, without the base URL for you instance.
What happens when they try to access the page?

Actually, it maybe working properly now.... I don't know what I did but I created a new Test user and that user is seeing the projects.
