Users unable to drag & drop on structure view

I've been digging through the internet looking for an answer on this. As best I can tell, if "allow modification via structure" is  enabled on my extensions, my users should be able to drag and drop issues on the structure. I as the board owner am able to drag and drop but none of my users have the options. I've tried playing with the permissions and reviewed all the settings.

It's not just drag and drop. The arrow buttons that allow you to move issues around are also greyed out for my users.

Hello Steven,

Dave from ALM Works here.  Thank you for the question!  It sounds like there may be an adjustment needed in Structure Permissions.  Specifically the Permission Rules section.

The Permission Rules list is an ordered list that's used to calculate the access level for a given user. Each rule assigns an access level to a specific condition (category of users).

The conditions are applied from top to bottom, and the last matching rule has precedence - so if a user fits multiple conditions, their access level will match the lowest-listed matching condition. For this reason, it is advisable to order permissions from least access to most access.
