Can Smart Values be configured to automate the attachment of a file when an issue is created?

Sure and thanks for responding.  

Our team wants to automatically attach a spreadsheet to an issue upon creation of the issue.  

I am not finding any Smart Value attachment option(s) to automatically attach a spreadsheet to an issue when the issue is created.

Can attach spreadsheets to new issues using ScriptRunner but in native Smart Value options automatically attaching spreadsheets is not an option.  We do not have ScriptRunner.

I am guessing you mean, is there a way to do this in automation?

If so, unfortunately, there is no native option to "Add attachments". You need to make a "Send web request" call within Automationm to "Add attachments".
