Is there a way for someone to see an issue ONLY if the issue is in a certain status?
If so, how do I do this?
I am trying to give people access to a project but they can only see issues if they are in a certain status.

Unfortunately, neither of the solutions provided by @Sanjen Bariki actually makes the issue not visible to selected users when the issue is in certain statuses.
The first option only limits who is able to edit the issue in a given status. The issue remains visible to all users who can see issues in the project.
The second option limits only the statuses to which an issue can be changed, by specified users. The issue still remains visible to all users in all statuses.
You could do this with an Issue Security Scheme.

You would need to create an Issue Security Scheme with a Security Level that limits who can see an issue. You would then need to set the Security Level for all issues to that security level, except for the issues in the Status that you want to allow the subset of users to see.
You would need to use workflow Post Functions or Automation Rules to update the Issue Security Level on each issue as it changes into and out of that status.
