Can I know something about- 

what are the views on migrating from One Jira version to another - what are the some common risks , best practices and dependencies of such version upgrades   ?

Best thing you can do is read the release notes, read the upgrade docs and work through a test run.

There's no way we can give you a simple list of risks, we haven't got enough space here (or the time to run over every possibility). 

Best practices we can't advise you on until you've planned your upgrade or migration, establishing what route is best for you and how you're going to do it.

For dependencies, all we can tell you is that you'll need to look at your current systems to establish what they depend on.
