Is there any free plugin available which provides that view or reports.
Basically currently the management is unaware about what's happening across all the projects, which projects are delivering things and where there is a delay.
What are the active resources and what things are happening across projects. Like how many bugs in totality we have across organization and projects.
Basically a organization level view.
Please suggest any marketplace free plugins which can help us on this case.

I am aware of a dashboard but what i suppose it would be give me a view within the projects but not something for overall projects.

You can create a dashboard to be pretty much anything, bounded only by the JQL filter that you can create. So you can create a dashboard using various gadgets, and associate to the filters that you want. This obviously means that you can have a dashboard that spans all of your projects. Please note that if you have a lot of projects, then the dashboard will become quite busy. if you could provide more specifics about what metrics management, then I might be able to offer a more detailed subjective solution.

I just tried to create one chart but there seems to be repetition of certain status's. Is it because project are not using shared settings? OR there might be a different reason to this?

It is because you are using team managed Projects. In those projects everything is unique to that project. So the status values in one project are not the same as those in another project, even if they are named the same. The only solution that I believe works for TMP in dashboards is to not combine those projects in a single gadget.

Got it Jack. Is there anyway I can convert these team managed projects to company managed ones.
OR the only solution is to create a project and move the issues to that.

A free plugin might not be available. But if you decide to look for a payed plugin, please consider our Great Gadgets plugin. It offers many gadgets that allows you to build powerful dashboard in Jira for tracking projects at the individual level, but also at the global (cross-release) level.

JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. Time in Status mainly allows you to see how much time each issue spent on each status or each assignee.
You can combine the time for multiple statuses to get metrics like Issue Age, Cycle Time, Lead Time, Resolution Time etc.
