We have installed JIRA 8.13.3 on our development server after having run JIRA for many years. The problem is that there are quite a few display issues that have cropped up.
1. In the project menu, the default icons show up in the middle of the dropdown menu and the custom icons are properly aligned.
2. On the View all Projects page the Project Type Icons are enormous
3. On the Project View page, the left hand side is all squished up and things are cut off.
4. On the Edit Issue Type Screen Scheme, the list of Issue Types already associated with the scheme are near the top. The ones that are not associated are about two page lengths down the page.
I am sure there are more, but has anyone else seen this? Does anyone have a potential fix for this?

I do not have personal experience with those 4 issues.
For point 2 I found this article which sounds similar to your issue: Huge / Oversized project icons after upgrading Jira
Basically there is a system 'app' you need to enable. Perhaps it solves the other issues too. And if it doesn't you can go over the list of system apps and check if any othe apps are disabled too.
