What file has the "smtp" mail config

What config file can "smtp" be modified from? The goal is to be able to turn off smtp(so, no outgoing mails) through a config file instead of the application or REST(I suppose). Is this another functionality that can only be modified from the database aside from the UI and REST?

@anowesol , this can be done through modifying the java system properties. Check out this article 1/2 down discusses mail.
