I would like to enable someone on our team to add/edit fixversions/releases in a Jira Software Project without having to give them full Project Admin privileges. Is this possible, and if so, what is the specific permission that they need to be given?

unfortunately, Project Admin is exactly the permission they need.

You have to be a project admin to be able to create and edit versions - https://support.atlassian.com/jira-cloud-administration/docs/permissions-for-company-managed-projects/ .
Unfortunately, there isn't really a workaround for this.
