What permission or role allows a user to create project shortcuts in a specific project?

I gave the user project ownership and it still would allow them to create project shortcuts in the left hand nav in the project screen.

I believe the user needs to be assigned to the Administrator role within the project roles.

The user need the 'Administer Projects' permission as documented in the Atlassian doc.
