When an issue goes to a "Complete" status, how can I change all fields to read-only?

We want to make a project issue read-only when the status changes to Complete.  How can this be done?

The standard way to do this is to use the workflow properties - look for jira.issue.editable on https://confluence.atlassian.com/display/JIRA/Workflow+properties

No, it's a workflow function.

I was told this isn't available in the Atlassian Cloud version.

It isn't. I'm afraid it's also the wrong answer, as you can do it with Jira off-the-shelf, and the Behaviors addon is now part of the script runner.
