When is 'connect_addon_enabled' webhook triggered?

We're currently having issues because 'connect_addon_enabled' webhook event is responsible for creating some resources on the connect plugin we develop.

For a reason I don't understand, this event seems not to be triggered every time we reinstall the plugin.

I'd like to understand when this event is triggered by Jira and if there's specific case that would prevent him to be triggered?

Another information, we're also subscribing to the lifecycle enabled event (this situation comes from legacy code and we need to deal with it for now)

Is there any kind of conflict that prevent the 'connect_addon_enabled' event to work if we subscribe to both enabled events?
