Who can change a screen configuration?

Every once in awhile, I go into an issue and the fields have changed.  I am the only admin in the company so I'm wondering is the software users are able to make changes to the screen configurations.  

Here is an example:

• I have an issue type of "Proposal Request" in JSM.
• Suddenly today, I noticed some of the fields used for support tickets are now in the Proposal Request screen.  I know I didn't put them there so I'm wondering how they got into this screen.

Does the project have a Project admin? They may be changing.
