Why can I not create groups as a Jira admin

I don't want to have to speak to the Jira Site administrators, who can access `admin.atlassian.com`, in order to do something as simple as create a group in Jira.

I have a team, and I would expect that I should be able to create a group to contain my team members, and add/remove them as I see fit.

Welcome to the Atlassian community!

A Site Admin would be able to create a User Group at the site level. You might want to ask your Organization Admins if you can be elevated to that level of access.

An alternative to creating a User Group is to use the Team functionality instead. Currently anybody with access to the product can create a Team.

Jira Cloud operates differently from the Jira Data Center platform. All users and user groups in Jira Cloud are managed via Atlassian Access.

In this case, I suggest you work with the Organization Administrator or request access to be an Organization Administrator to create and manage the users and user groups.

that's not quite right.

Atlassian Access is used to manage the groups provided by the identity provider. Nevertheless, groups that are not available in the identity provider can also be created and managed in the Atlassian group directory.

And first of all, the question arises as to whether @Addison Gourluck 's company uses Atlassian Access at all. First of all, I don't see that clearly and without Atlassian Access, group management would definitely be in Atlassian Administration.

Furthermore, it would also be possible to administer the user and group administration without Site Admin rights. To do this, @Addison Gourluck  would have to be assigned the User Access Admin role for the relevant Jira product.
