Workflow update

I am trying to add a status in an existing workflow.  However, I do not have an "edit" option.  When I go through the project setting, it says "read only" under actions.  Going to the cog --> system --> workflow, it does not give an edit option there, either.  How can get the workflow editable?

that might be a stupid question, but do you have the proper permissions?
