Workflow validation repair version is released

when dev chose the bug fixed，we need  to the workflow validation the repair version is released.if the repair version not released,dev can not choose the bug fixed.if the repair version has releasd,dev can chose the bug fixed.

can we do  like this ?

You will need to find or write a validator add-on to do this if you want to do it on the workflow.  I'm not entirely clear on what you're trying to do, but it does sound like you need some code to do this checking.  A validator will stop the users moving the issue through the workflow.
