Is there any way we can delete the saved filters of inactive users as we do like bulk edit issues . If anything please let me know.

unfortunately there is no native feature for that. There is an open request https://jira.atlassian.com/browse/JRASERVER-68433
As workaround you can use Script Runner for JIRA app writing a script (https://community.atlassian.com/t5/Jira-questions/Bulk-Delete-Issues-Using-ScriptRunner/qaq-p/1208809) or using Cli for JIRA app and https://appfire.atlassian.net/wiki/spaces/JCLI/pages/70783921/deleteFilter

BY mistake it got raised for cloud, currently its only Jira server
