date showing different

using JIRA CLOUD

the issue where user tried to create/close issue around 9:30 Pm CST on 2/26/2019 but system shows 2/27/2019..

Please suggest to fix this problem

I would first check the user profile timezone set in Jira.  Have your user go to their avatar in the bottom left of the page and select -> Personal Settings.  The URL this link takes you to will look something like this:

https:// [example] .atlassian.net/secure/ViewPersonalSettings.jspa

I'm betting that the user's timezone is actually 3 or more hours ahead of what timezone she/he is actually using.  That would account for why the dates in Jira appear to be one day ahead here.   The user should just be able to adjust the timezone on their profile to be the correct timezone in order to correct this.
